When i have multiple keyboard layouts enabled, windows 10 seems to switch between them randomly (similar to what's described here). However, what can this combination be used for? I have several problems with that setup:

The basic italian keyboard layout as shipped with windows 7 has no way of typing the backtick (`) or the tilde (~). I use two different keyboard layouts but every i boot up my pc i have to change to the second layout. However, what can this combination be used for?
